Firstly, you refered to both one way voice, and very bad voice? Is it one or the other? Can you reproduce the problem everytime the calling party is the Mobile?
Rather that test incoming and outgoing to Mobile numbers as these can produce mixed results, verify whether you have similar problems with local dialling?
Call a local number, and then call in from the local number, do you still have the same problems?
If the later it could be one of two things either the integrity of the E1, errors, line-slips etc, or QoS
