Voice Port is not FORWARDING!!!

I recently upgraded to Unity 2.4.6.135, TSP 3.0(2) and CM 3.1(1). The system is configured with 8 voice mail ports that are configured to forward to the next port on busy and no answer(Ports 611-618). Before the upgrade everything worked fine. After the upgrade, the forwarding no longer worked. I made sure the configuration in "service parameters" for voice mail was correct and forwarding was set right in the voice mail port. What is weird is that when I configure the ports to start at 612 rather than 611, everything is fine. Forwarding works. It's like 611 does not worked. Does anyone have any suggestions??<br><br>
