I have a site that if someone calls from outside and tries to leave a voicemail it get cut off after about 5 seconds and the person calling does not know this has happened. If I call them from another one of our offices from a VoIP phone it works fine.
Have a look at VLAN settings - I presume that the voicemail server is on a different VLAN/subnet to the incoming call gateway. There is probably an IP routing problem - I had exactly the same problem last year.
