It's okay to have Exchange off box with voicemail only but if you import the client’s existing mailbox into Unity that yes, Unity will store the voicemail in the mailbox. They will show up as an email with an attachment. This is basically Unified Messaging mode which it sounds like you aren't licensed for. What you need to do is setup two separate mailboxes, one for voicemail and one for email.
