VoIP caller authentication

I have 2 sites connected via a leased line.

This first site (SITE A) is equipped with FXS ports connected to the PBX. the second site (SITE B) has FXO ports connected to the PSTN.

The purpose of having the setup was to allow users in SITE A to call by using the telephone lines of SITE B.

My problem is I don't want all the people to use this type of communication so I want to add some type of "authentication" for the setup.

Is it possible for example to configure the router to allow only calls after the user has authenticated with a password/secret-nbr.

is it also possible to have some kind of trace or accounting file of the calls performed.
