VOIP over ATM using G729 requires 45kb per call with no compression, and 22 with. Your first post showed all 30 channels in use, so you need an absolute minimum of 660 kb allocated in your priority queue assuming header compression. Priority queues will always drop packets that exceed the defined rate. I would set it for 700 kb.
Your show policy map indicates there were no calls active. Is that true? If not perhaps the RTP packets are not being marked to EF? Looking at the queue during your busy hour would be the most useful.
