VoIP issue (low-volume calls)

Hello,

I am having a problem with a new VoIP Solution. Here is the problem:

I have a 3-site delta topology using VoIP to link these 3 sites. All sites have Lucent PBXs and a Cisco 3662 Gateway (using E1s between the sites, and E1s between the PBX and the cisco Gateway at all locations).

All the calls are being completed well, but the issue here is that almost all the calls are completed with a very-low volume (it is very difficult to ear).

Can I do something in the Cisco router or it has to be solved from the PBX configuration?

If anyone has seen something like this please help me.

You can increase volume with "input gain X" on the voice-port connecting to the PBX or PBXes that sound quiet. X is a decibel value between -6 and 14. Usually something between 2 and 6 will do the job.
