I am about to start a trial of VoIP over ATM, the access circuits we are using is 2Mb ATM with 384k PVCs shared between data and voice. The utilization on these links is quite low, below 50%. What I would like to know is do I need to use fragmentation on these links or does interleaving take place at cell level?

I can't think of why you would need to. But you should definitely use LLQ.

Just wondering how the router interleaves cells on ATM.When for instance if we run LLQ and a 1500 byte packet comes along are the voice cells automatically interleaved with the cells of the 1500 byte packet?
