I can give you a few guesses to what your problem is ..Start off by checking the inbound trunks on the Hicom to see if they are set up to collect the correct number of digits. Then check to be sure the trunk signaling is correct. This is probably going to take some time troubleshooting the issue. If all else fails call TAC.
