I would think it is possible using hunt group or preference in dial peers. VoIP and VoFR are just 2 different ways of carrying the same type of traffic.
The answer to your question is no. Right now you can only tandem a call using vofr (vofr to vofr switching) vofr to voip tandem and voip to voip tandem is not currently supported.
