Right now my playback and record are set to 0 DB. If users are complaining that the playback of messages is too low, which way should I go with the playback level, positive or negative? What would be a good first adjustment to get the feel for it?

First, if you're at 3.1(1) you want to check your AGC stuff first. If it's JUST messages that's too low you want to use AGC to make sure all inbound recordings are done to the same level (-26 dB so it'll match the system prompts).
