These are untested ideas that may or may not work: as it makes modifications to the CISCO asp elements, it will not be supported by CISCO.
Blocking the Settings button, should be as easy as modifying the ASP code that services that page not to show that object. This will impact EVERYONE that uses the page unless you make some special additons to the ASP code.
As far as limiting what numbers are displayed, you could again modify the asp code to prompt first for a location, then popuate based on the location selected. (again you have to modifty some SQL, Javascript, and VBscript to accomplish something like this)
Remember, these are just ideas, not actuall implemented or tested solutions.
