WebEx Connect 7.2.1 syncs with CUCM inconsistently

Has anyone else experienced this?  After several attempts of trying to login with my CUCM credentials, my Cisco deskphone is accessible through WebEx connect.

I have allowed 'TFTP Client' under my Windows features because I thought this was preventing WebEx Connect to communicate with CUCM's TFTP server.  This didn't make any change.

Any thoughts of why this takes a few tries to connect?
