This type of message comes when the VTSP state machine gets an event
in a state where the event is not handled. This particular case could
happen when someone disconnects the call while
dialing and there is heavy load on the router, if the disconnect event gets delayed in processing and
there is a timeout. It is not really an error condition, just a harmless race
condition.
