Is there a better way to migrate a user account than to export the account info and import on the designated server?

If you're using Unity 4.0(1) or later you can use the Global Subscriber Manager tool to move subscribers between Unity servers on the same network. You can check out the help file for this tool and grab the latest from its home page here:
http://www.ciscounitytools.com/App_GSM4x.htm
Be sure to check out the special notes if you're at 4.0(1)...
If you're at an earlier version there's no good option for moving user information between servers I'm afraid.
