I've set up VoiceMailPilot's CSS on CCM3.3(3) and Unity4.0(3).
However,in CCM trace, It seems CCM isn't using VoiceMailPilot's CSS.
I think even if it sets up VoiceMailPilot's CSS, CCM is using phone(or line)'s CSS.
Would you teach me the answer of the following questions?
1)When dose CCM use VoiceMailPilot's CSS?
2)What is the purpose of VoiceMailPilot's CSS?

To the best of my knowledge, and I admit I have never tested this, so I could be wrong, but the VMPilot CSS is used only when the systems forwards a call based on the Forward to VoiceMail checkbox.
If you have looked at the trace files and know I'm wrong, please let me know.

charlebois is right. I have used these a lot. VMPilot CSS is used when you checked the check box on the call forward section of line configuration. You usually don't need this, you can define the specific CSS in the call forward sections. If you want to turn on the check box you have to make sure the VMPilotCSS is able to cover the partitions that you want on those call forward, otherwise your call forward will have problem.
Hope this helps
