If you're looking for a phone emulator... don't .There are so many problems surrounding XML development that using an actual phone is an absolute must. You can use your browser for basic testing (which makes good sense as you see what's going on even if there's an XML error), but if you want to see the app on the phone.. test it on the phone.
You can do it all in software though.. there's a call manager simulator avaialble as part of the IP Phone Services SDK, and you can use the Cisco IP Communicator (which is a soft phone that looks and acts pretty much the same as a 7970).. even that won't spare you from testing with the phone type and load you're going to use in the productive environment, but it gets a lot closer to the test equipment that you need.
