Are you sure you really mean VOFR ? Which is VOICE directly over FR DLCI at layer 2.
I would highly suggest you use VOIP over Frame-relay PVC if you are getting FR PVC for the WAN. The 1720 cannot terminate VOIP, it has no DSP slots. It can pass VOIP thru as a transport, if the PBX is doing the VOIP conversion ( PCM conversion to IP)
It woul dbe best to get a 1751V or a 1760 with FXS ports or T1 VWIC.
For the T1, make sure you have enough PVDM ( DSP boards) to accomodate the # of DS0 channels used.
