WS-X6608 status: notconnect, but HDLC & Q.921 is up??

Hi All,

I'm configuring a WS-X6608 module with a pair of T-1 lines (Not PRI) for PSTN access. While troubleshooting, I noticed that the port status is "notconnect". Is this a configuration problem with the WS-X6608, the Call Manager, or the Telco? Here are some other outputs:

Port LED status light: Green

Show Port, status: notconnect

Show Port, call manager state: registered

From Call Manager>Gateway:

Device Configuration

Device Protocol: Digital Access T1

Protocol Side: Network

D-Channel Enabled: No

T1 9/1 is up :

Transmitter is sending Normal Signal

Receiver has Normal Signal

Configuration Checks: Good

Software Load Checks: Using Wrong App Load Due To TFTP Error: File Not Found

State Up

Q.921 L2 LAYER

State Established
