I'm afraid it isn't as simple as that. There is no TAPI com object doing what that callerinfoserver java class does for the jsp example. You'd have to write your own TAPI application that registers with the callserver and triggers a HTTP post once a call is signalled. TAPI is pure C, which makes it quite hard to program (C isn't exactly a convenient language - powerful but definitely not the easiest to use). On the other hand, using the jsp variety, you already have the working java class (which uses jtapi, basically tapi but for java, so it's object oriented and more convenient to work with), you just have to use it in accordance with the instructions (and if you want to make any changes, you'll have to recompile it from the sources that are part of the SDK).
There's a TAPI application sample in the deveoper resources right here on the cisco site, but I'm not sure it does what you want it to do.
