XML Services Problem

I am running CM 3.0(8), on ics7750 w/ redundant SPE (CM1 and CM2). I am planning on deploying XML services to our IP Phones. For testing purposes I set up an IIS server, gave it an IP, and tested access. I downloaded and installed the IP Phone Services SDK (it has some sample apps). I can ping and access a test web site from both CMs. I setup the IP Phone Services on the Primary SPE (CM1) and pointed it to the following

http://testIP/IPservices/sample.asp

I can subscribe to the service, but when I try to access from the phone, it hangs and stays in request. What step am I missing?

Did you change your Enterprise Parameters under System in your call manager?

do i change the Service URL to point to the ip of the necessary server? Can you give me an example. Currently the Service URL points to

http://CM1IP/CCMUser/getservicesmenu.asp
