Now, I want to configure Extension Mobility on 4.13,but I can't open Tomcat Manager window:http://Ip add/manager/list.It prompts:You are not authorized to view this page. HTTP 401.1 - Unauthorized: Logon Failed.Internet Information Services. Why ?

yes. I am login with Local Administrator .And the same result from Server to from PC
