OTV Failure

Hi All,

I will explain my current setup and the issue i'm seeing.

Currently we have 2 data center sites  at each DC we have a pair of 7's for redundancy and 2 5k's. Odd vlan's going over site 1 even vlan's over site 2 this is defined automatically. We had a Fabric failure in 1 of the 7k's as we only have 1 fabric module' this caused the OTV link to drop. For some reason the vlan's that were active on this OTV tunnel did not failover to the other OTV tunnel. When doing the show otv vlan command it still showed the vlan's active  even when the isis adjacency was down. 

show otv site vlan detail shows the adjacency over layer 2 is up and over layer 3 also the site vlan shows as up. All ISIS adjacency seem to be up from each DC we are seeing 3 in total. Has anyone come across a similar issue, know of any further command i can help troubleshoot why failover is not working? the configuration seem to be the same as cisco best practice guide so i'm wondering if there is a software bug.
