hi, i have a 2048kbps link to internet and i have this networks 148.235.79.16/29 and 148.235.79.24/29 configured in the cisco router, how can i do to configure that network 148.235.79.16 use only 512kbps of the link and network 148.235.79.24 use 1526kbps of the same link.
is that posible?

i have a cisco 1700 and CAR rate limit is not supported in this model, how can i do it this in cisco 1700?

There is no valid formula to use but common sense, considering your users needs, and you monetary budget.

It all depends what type of traffic you want to allow. If everyone have free access to everything, there is no limit.
What I would do is talk with the university authorities and ask them what it is going to be allow.
