Can 2600 router be used to terminate T1 frame connection. I was wondering if I can split these channels .. 16 channels on frame and 8 to go directly to internet. I know we can split a channelized T1 between PRI (voice) and T1 for data. But not sure how the frame/internet would be configured?

Sure, you can use a 2600 to terminate a T1 frame connection. Just use a WIC-1T.
Usually you will get a full T1 serial link to the providers switch. You can order two PVCs (to two different destinations) on this serial link, even with different parameters (e.g. one PVC with 512k CIR and one PVC with 256k CIR). No need to split the T1 at the framing level.
