We recently started upgrading our 2950s from 12.1(14)EA1a to 12.1(22)EA7 in order to run SSHv2 for network management all 2950s have 20Mb DRAM and 8Mb Flash. Generally the 2950s in the network use approximately 56% of memory, with the new image and SSHv2 they use 80%. Is this a problem or can we run with this high memory utilization. CPU utilization for all 2950s is between 12 and 18%.

I need to take a look at the command output when the CPU is high.
The one you have kindly provided is showing relatively low CPU utilization.

Think he is commenting on "memory utilization" not CPU utilization .

What is best practice for memory (not cpu) utilization? I've added SSHv2 services and has caused memory utilization to rise from 605% to 80% average.

That should read 65% to 81%.
