Hello All:
Cannot establish a telnet session to my 1720 router. Sho Int indicates line up protocol up but cannnot ping it or telent to it. Only access is through terminal.
Can anyone offer some insight. Thanks

Your question seems very incomplete. What is the interface you r talking about & from where r u trying to telnet?
In case you bring up IP connectivity properly, use the below line commands from console.
line vty 0 4
password XXXX
exit

The problem is..I have a one FA0 configured as 192.168.1.200 no shutdown etc......line up protocol up.
Can't ping that address over the network or connected directly to that port with a crossover. I have installed another 10baseT card in the router with the same results. I configured the interface and I see it as line up, protocol up but can't ping it and therefore naturally cannot telnet into it.
Can't figure out what I'm doing wrong, this seemd pretty straight forward.

Do you get fa0 network as directly connected in ur routing table? Check your access-lists on the router
