1720 with a WIC-1ENET Unknown device error

With the WIC in Slot 0 (LED is on) I get the following error message:

00:00:04: %PQUICC-1-UNKNOWN_WIC: PQUICC(0), WIC card has an unknown ID of 0x39

I am currently running IOS 12.2(16a) from 12.1(3) when I started.

cisco 1720 (MPC860) processor (revision 0x601) with 24576K/8192K bytes of memory

The minimum software for this module is

12.1(3)XT, 12.1(5)YB, 12.2(2)XH, 12.2(2)XK, 12.2(4)T, 12.2(8)YJ, 12.2(8)YL, 12.2(8)YM, 12.2(8)YN, 12.3(1)

I was under the impression that 12.2(16a) would encompass the lower versions.
