1721 router configuration

Im am trying to configure a 1721 router. It was configured before. I am not able to enter any commands such as end, enable, configure.... I get the prompt monitor:command "exit" not found. The next line comes up as rommon 3 > and anything entered gets the same response....What am I doing wrong??? I turned off power and restarted it to see if it would reset, but no luck.

ROmmon means it has started without ios software or wrong config register.you need to get the ios in flash or booted from flash by means of rommon witch is basicly a limited os.
