Despite having a Frame Relay network in place, I am interested in encrypting all data between our Cisco 2600 and 3600 routers. Can't I just buy the Cisco AIM-VPN hardware module and install them in all the routers I want encryption to take place. I also know that some config changes will need to be done on the routers, but isn't this the cleanest and most cost effective way to enable encryption of all data between 2600 and 3600 routers. Thanks.

Hardware encryption modules are usually the best bet. The encryption can be done in software (with IPSEC-capable IOS software that you'll need anyway) but it dramatically reduces performance.

If you are running anything other than IP software you will need a memory upgrade. IPSec software with 3DES will require at least 40mb.
