What module is not getting enabled / detected...??
What IOS are you running, You should find out using Software Advisor, whether your hardware is supported by the IOS version you are currently running......Current IOS version can be found out using Show version command.
the 16 port etherswitch module is quite new so you need a special IOS release supporting new features. 12.2(2)XT or later contains support, or if youd rather go with a more comprehensive chain, 12.2(8)T or later also does.
Cisco doesnt put support for new hardware etc into the main IOS stream as it may upset things and cause problems. It goes into the "T" chain (or special releases like XT) until its proven OK.
Bare in mind this bug - CSCdx21264 - which is pretty serious with this module - youll probably want to check which versions its fixed in :)
