2621/proxy

Is it possible to configure a 2621 router to forward packets from a LAN connected to fastethernet0/0 to a proxy server connected to fastethernet0/1 using port 1111 as the proxy port? Can you set up the router to act as a proxy client like that?

There are several ways to go about this, one being policy routing. See a packet come in on port 1111, forward this traffic to your proxy server, etc. Give the policy routing white paper a look:
