is there a problem with the 2950 when changing the management vlan form 1 to another number, say 10. when I do this it will revert back to 1.

Shut down interface VLAN1 and assign an IP address to VLAN 10 interface

Make sure you have VLAN 10 in the vlan database and active ports in it
