3550 IOS 12.1.13.EA1a SMI image has L2/L3 routing code

I've just downloaded the file c3550-i9q3l2-mz.121-13.EA1a.bin which is described as the SMI image for the 3550. However, when loaded, "show ver" shows this new image file is loaded but is running the L2/L3 switching image, which is what I would expect only on the EMI image. In fact, both c3550-i9q3l2-mz.121-13.EA1a.bin (SMI) and c3550-i5q3l2-mz.121-13.EA1a.bin (EMI) images show L2/L3 switching, and support the "ip routing" command.

Are these files mis-named, or am I missing something?

SMI does basic IP routing such as static routes, RIP and interVLAN routing. No EIGRP, OSPF or BGP support
