3550 - policing on physical interface

Could anyone help me with the conf of policing on 3550 physical port (FE)? What I want to do is to do a basic rate-limiting on the FE port (ex. 1 Mbps). I have configured it:

policy-map POL_MAP1

class class-default

police 8000 8000 exceed-action drop

and attached to the int. However, it dos not work.

Can you post the output from 'sh mls qos interface'?

It is a bit strange. How could has the switch dropped packets if it did not classify them first?
