3620 Boot Msg PASSWORD FUNCTIONALITY DISABLED

I am trying to clear the password on a 3620 and I get the above message right after the Bootrom counts the memory. I cant break into the ROMMON either. Any help would be appreciated.

Well I got it into ROMMON mode by rearanging the SIMMS. Once in ROMMON I go to confreg and tell it to ignore the config and it comes back with a statement like cannot change "ignore config enabled" I have changed the fash and the BOOTROM. Any ideas

Hmmm...I know that on some routers NVRAM is stored on the flash stick and other times it is stored on an EEPROM. If you replaced the FLASH, it looks like a 3620 probably has an EEPROM NVRAM (I can't verify this for sure, but just a guess).

The only I can think of to try is to use the XMODEM procedure from rommon mode and downgrade the IOS on the router to a version that doesn't understand the no service password-recovery command. I think this command was introduced in IOS version 12.x so maybe try downgrading to an 11.2 version of IOS. As I said I'm just throwing an idea out there.
