3640 Router not detecting 2FE2W NM Module

I am trying to install a 3640 router with 2FE2W nm module and a 4BS/T module the IOS version is 12.1.1 and the router is with 8MB flash and 32MB DRam. My problem is that the router is not detecting the 2FE2W module. Here's the copy of show version:, with all the modules installed.

You need minimum:

12.0(7)XK, 12.1(1)T, 12.2, 12.2T
