A 3640 Router reduces its Free I/O memory continously until it runs out of memory completely. A reboot is then necessary to make it work again.

Since the Router has 3 PRI interfaces, we've tried to apply the 40/60% rule for I-O/Proc memory with "memory-size iomem 40". However, this command does not seem to be taken into account even after copying to NVRAN and making two reloads.
We have also tested with two previous versions of IOS:
1. Version 12.1(1)-> the Router behaves in the same way. It is, the "memory-size iomen 40" is ignored.
2. Version 12.0(7)T -> The memory is correctly partioned according to the "memory-size iomem 40". Although the reboot is not necessary as soon as when newer versions are used, the I/O memory decreases and the Router runs out of I/O memory later or sooner.
