3725 router rommon upgrade fails

3725 router (running IOS 123-12)upgraing from 12.2(8r)T2 to C3725_RM2.srec.123-10r

The tftp file transfer seems to go well but at the end of the transfer message " Up grade rommon programming not complete" Falling to readonly rommon

then the router reboots.

To run the 123-12 IOS on the router I will need to upgrade the rommon
