4912 w/ both Sc0 and Me1 int. up and running

I am currently running a 4912 and the Sc0 interface is configured w/ an IP address. The Me1 interface has an IP of 0.0.0.0 this interface is has been put to an up status. I am now experiencing problems with authentication to our TACACS server. No other device is having problems. Another member of our team put this interface to up. Should you have both the SC0 and the Me1 up and running. One with a valid IP and the other with a default of 0's

There is no reason for me1 to be up. It is mostly used for disaster recovery if the switch looses image. You can shut it down
