My guess is that you have redundancy on this device and the other supervisor is currently active. This would put the other Supervisor in slave and disable console access to the device.
Do you have redundany on this device? If so, check to see if you can console into the other Supervisor and verify if that one is active. Otherwise let me know and we will continue to troubleshoot the issue.
