6509 with PFC How can I limit a ports bandwidth to a max of xyzk sec?

I’m running CAT os 7.3,

I have been playing with the QOS policer and I cant see to limit a port's speed to a max of say 64k a sec. I set the Policy and the ACl and map it to the port, I see packets being dropped but when I test, I am still able to pull bandwidth beyond the 64k. I basically want to rate limit a port so it cannot transmit beyond a certain speed.

Can you let us know what your burst size is? Paste the relevant config and let us know how you are testing it

set qos acl ip very_l dscp 0 aggregate very_limited IP x.x.x.x any

set qos policer aggregate very_limited rate 32 burst 13 drop

set qos acl map very_l 5/47

Now Here is the issue. The Device on 5/47 is a PIX firewall. I set x.x.x.x to the IP address of the PIX firewall. I set a pc on the other side of the pix firewall and it got ip address y.y.y.y uses the pix as the gateway. I extected it to limit the pix traffic....
