i have a link between dubai to Alain 64k.on the dubai side router 7507, CTS going up and down,what could be the problem?Pls give ..tips

The CTS signal is lowered by the DCE (modem or csu/dsu) to indicate it can (temporarily) not receive data from the DTE (router), e.g. because its buffers are full.
Is the DCE under your control? If not, check with the telco.
