760 Connecting to internet

We have a problem with a cisco 760 configured to access internet through an ISP .

When a user open the browser ,or try to download the email , the router makes the connection which is succesful but the user get the error that the server is unreacheable.

But simply reloading the web page or repeating the send/receive command in outlook complete without a problem.

It seems that the router in a way discard the first request .

IOS routers have a "dialer hold-queue x" command, I don't know if 700s have the same though, sorry. (I looked in the 700 command ref and couldn't find anything similar.)
