8A/S interface card max speed?

The 8A/S card for 2600/3600 support max speed 128Kbps at sync. according to cisco documents, but when I use NetIQ's QCheck to test the network throughput on a point-to point connection between two 8A/S card, it shows a throughput of 240Kbps~245kbps when using TCP,and 30Kbps~40Kbps when using UDP. I am very confused now.

NM-8A/S is a low speed sync interface. It provides async connectivity with speeds up to 115.2 kbps, and sync connectivity with speeds up to 128 kbps max.

Something must be wrong while measuring the speed.

it almost the same situation when i copy flash files from peer router to my computer using tftp.
