1) have you issued the "no shut" command? :)

2) is there any router on other end of the ppp link? if there is no router, you will (afaik) never get any answer.

3) in which state is your serial3/3? could you give us `sh int s3/3` ?

4) are you getting any answer with `no ppp quality` ?
