Are you asking why the 2948G cannot be upgraded to 2948G-L3? Well, it's completely different hardware.
The 2948G is built on the Granite/K1 chipset, and is more or less a Cat4K+Sup1 in a small form factor. The 2948G-L3, on the other hand, is built on 8510CSR technology. So again, they're completely different hardware platforms and the 2948G simply doesn't have L3-capabilities in hardware.
Or are you asking why Marketing chose to name two completely different hardware platforms something that suggest they're more or less the same? Don't make the mistake of trying to understand the marketing guys.
