I suggest to have the lowest model of router w/ ATM interface (e.g. 26xxXM) and connect to a switch should be the most cost-effective solution. However, you have to determine the supported ATM bandwidth that can work w/ your connection.
Or use a Etherswitch module in the router to save the additional switch.
