Could anybody tell me if the SUP-II+Plus-TS can support PBR(policy based routing)?

Yes it does support PBR. Have a look at its datasheet:

But I find it in the table2, at least supII+plus doesn't support PBR.
I want to know if supII+plus-TS does?

I apologise for saying that it does support PBR, actually I had sup-IV goin on in my mind!

Both of below images are IP base edition. So it will not support PBR and other dynamic route protocol except rip.
