I need to set up a MAC access list on an RSM VLAN interface to stop a particular MAC address gaining access to the LAN. I also need to make sure that all other MAC addresses on that VLAN ARE permitted.

Assuming the MAC address you want to stop is a host - if you stop the MAC address on the RSM VLAN interface, the host will still have access to other hosts on that VLAN. Is this what you want? If you want to block the MAC address from having any access, you should look at port security. For example for CAT5K:
